Preparation of Master Plan: 

            The Brahmaputra Board has so far prepared Master Plan of various rivers and tributaries of Brahmaputra and Barak river system and rivers of Tripura. Due to enormity of the task, the work has been  divided into three parts as under: 

1. Master Plan Part-I:               i.e. Main stem of Brahmaputra

2. Master Plan Part-II:              i.e. the Barak river and its eight important tributaries.

3. Master Plan Part-III:             i.e. important tributaries of the Brahmaputra, Barak , eight rivers of Tripura and Majuli Island.

Master Plan (Part-l)
  

The Master Plan Part-I (on main stem of Brahmaputra) was first prepared in in 1986. This was approved by the Ministry of Water Resources, Govt. of India during July, 1997 after modification in 1995.

Master Plan-(Part-II)

The Master Plan part-ll dealing with Barak and its tributaries was prepared in 1988. The Master Plan part-II along with the addendum volume was approved by the Ministry of Water Resources, Govt. of India during July,1997.
  
Recommendation Made
  
Part-l-Pertaining to investigations and interim measure.
  
The recommendations are as follows.
  
(i)

Establishment of additional hydrometeorological and hydrological stations. In order to bring network of rain gauges in the river basins to the standard of World Meteorological Stations, additional ordinary rain gauges and self recording rain gauges are to be installed.
  
(ii)

For further seismological studies, MEQ recorders have to be set up at Dihang, Subansiri, Lohit, Dibang, Noa-Dehing, Jia Bharali (Kameng) and Manas dam site. Six MEQ recorders have to be set up on each site.
  
(iii)

The existing flood forecasting centers are to be improved in respect of data collection from additional sites and other integrated network apart from changes for better technique and methodology.
  
(iv)

Anti-erosion measures are to be taken up from time to time where such bank erosion are observed.
  
(v)

The gaps in the embankments are to be filled up and certain embankments have to be strengthened and extended.
  
(vi)

Identified drainage congested areas are to be further studied and schemes prepared.
  
(vii)

Set up of river research stations and allied laboratories required for Geo-morphological and allied studies of the river.
  
Part-II-concerning long term measures are as follows
  
(i) Multipurpose Storage Dam.
  

Project reports for Dihang dam project and Subansiri dam project were prepared simultaneously with the master plans. There are also proposals for more than dozen other multi-purpose projects in both the basins out of which the following major projects are identified to have more effect on flood moderation and potential for power generation. These are Lohit, Dibang, Noa-Dehing, Jia Bharali (Kameng) in Brahmaputra Basin, in Arunachal Pradesh, Tipaimukh in Barak Basin, in Manipur/ Mizoram.
  
(ii) Watershed Management.
  

The total area in the basins measures 196.3 lakh ha. out of which 126 lakh ha is below permanent snowline. It was envisaged the area requiring integrated watershed management would be around 15% which is about 20 lakh ha.

 
 
(iii) Other recommendations.

Irrigation, Micro and medium hydel schemes and bulk transmission of power which are not directly related to flood control measures are not presented in the Master Plan.


  
Master plan Part-III
  

The draft master plan part-III comprising 39 tributaries of the river Brahmaputra, one tributary of Barak, 8 rivers of Tripura and Majuli Island was started during 1989-90 so far 32 Nos tributaries Master plan have been modified out of which 27 Nos. was approved by the Board and approved Master plans have been submitted to the MOWR for acceptance. Other five master plans have been completed and circulated for approval. The basin wise status of Master Plans are as follows.
